Colorado Healthcare Affordability and Sustainability Enterprise (CHASE)

Colorado Healthcare Affordability and Sustainability Enterprise is responsible for working with the Department of Health Care Policy and Financing and the Medical Services Board to develop the hospital provider fee model, monitor the implementation of House Bill 09-1293, help with the preparation of annual reports on this program, and ensure that the Medicaid and Child Health Plan Plus (CHP+) eligibility expansions are implemented as intended.

Colorado State Child Fatality Prevention Review Team

The Child Fatality Prevention System (CFPS) conducts multidisciplinary and comprehensive reviews of child fatalities that occur in Colorado in order to better understand how and why children die and to develop and implement strategies to prevent future deaths from occurring. These reviews are conducted by local child fatality prevention and review teams across the state. The CFPS State Review Team is responsible for reviewing the aggregated data and recommendations submitted by local teams to identify recommendations to prevent child deaths in Colorado, including policy recommendations. On an annual basis, the CFPS prioritizes policy and practice recommendations to prevent child fatalities and submits the recommendations to the Governor and the Colorado General Assembly in an annual legislative report.

  • Sarah Kathleen Schmidt, MD, FAAP of Denver, Colorado, to serve as a physician who specializes in traumatic injury or children’s health, reappointed;

  • Sophia Ghebremicael Meharena, DO, FAAP of Centennial, Colorado, to serve as a physician who specializes in traumatic injury or children’s health, appointed. 

 

Colorado Water Resources and Power Development Authority

The Water Resources and Power Development Authority finances, develops, constructs and maintains water projects in Colorado and administers the Drinking Water and Water Pollution Control Revolving Funds.

for a term expiring October 1, 2024:

  • Eric Wilkinson of Greeley, Colorado, to serve as a representative from the South Platte Drainage Basin, and a member who has experience in engineering aspects of water projects, appointed;

  • Patricia Wells of Denver, Colorado, a representative from the city and county of Denver who is familiar with its water problems and a member who has experience in water law, appointed.

 

Ground Water Commission

The Commission determines the boundaries of designated groundwater basins by geographic description and considers well permit applications for persons desiring to appropriate designated groundwater for beneficial use.  The Commission is responsible for the development of policies and procedures for maximum economic development, as well as the protection of the vested rights of the designated groundwater basins of the state.

  • Jason Ryan Crane of Springfield, Colorado, to serve as a resident agriculturalist from the Southern High Plains, occasioned by the resignation of Blake Austin Gourley of Springfield, Colorado, appointed.

 

Justice Assistance Grant Board

The Board advises the Division of Criminal Justice on issues related to federal block grant monies designated to improve the criminal justice system and reduce drug abuse and violent crimes.

for terms expiring July 31, 2023:

  • Heather Garwood of Fort Collins, Colorado, reappointed;

  • Jed Jerome Balestrieri of Grand Junction, Colorado, appointed; Chief Saige Le Thomas Bertolas of Leadville, Colorado, appointed; Steven W. Chin of Whitewater, Colorado, appointed;

  • Paul Laurence Scudo of Aurora, Colorado, appointed.

 

Ninth Judicial District Nominating Commission

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that selects nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

for a term expiring December 31, 2025:

  • Rachel Elaine Gates of Meeker, Colorado, to serve as a non-attorney and as a Republican from Rio Blanco County, appointed.

 

Peace Officers Standards and Trainings Board

The Board oversees the certification of training programs, training academies and instructors of police officer candidates.  The Board also certifies qualified peace officers.

for terms expiring June 30, 2023:

  • Debra Funston of Palisade, Colorado, to serve as a chief of police, reappointed;

  • Robert Layton Jackson of Alamosa, Colorado, to serve as a county sheriff, reappointed;

  • Steven Douglas Nowlin of Dolores, Colorado, to serve as a county sheriff, reappointed;

  • Gregory Noel Daly of Avon, Colorado, to serve as a chief of police, appointed;

Private Occupational School Board

The Private Occupational School Board advises on standards for educational services in private occupational schools.  The Board also grants accreditation to schools that meet the standards established by the Board.

  • Jessica Shay Houtz of Federal Heights, Colorado, to serve as a representative of the general public who is an owner or operator of a business within Colorado that employs students who are enrolled in schools that are subject to administration by the private occupational school division, occasioned by the resignation Christopher Reister of Littleton, Colorado, appointed.

 

Revenue Estimating Advisory Committee

The Governor's Revenue Estimating Advisory Committee (the “Committee”) was created to assist the Office of State Planning and Budgeting (OSBP) project the State’s annual revenue more effectively. Pursuant to C.R.S. 24-37-302, the OSBP must provide the General Assembly with a revenue estimate for the fiscal year in September.

Solid and Hazardous Waste Commission

The Hazardous Waste Commission makes rules and regulations for the handling, storage and transportation of hazardous wastes in the State of Colorado.

Workforce Development Council 

The Council consists of representatives of the business community and state agencies.  The Council, in consultation with the business community and state agencies, shall advise the Governor on matters regarding the employment and training needs of the state and on workforce development plans and strategy.
