State Board of Addiction Counselor Examiners

The Board adopts necessary rules and regulations and is responsible for regulating addiction counselors.  

for a term expiring December 31, 2021:

  • Shelly Griffith of Brush, Colorado, to serve as a public member, and occasioned by the resignation of Clay Cook, J.D. of Pueblo West, Colorado, appointed;

for terms expiring December 31, 2024:

  • Theresa Lynn Lopez of Littleton, Colorado, to serve as a public member, appointed;

  • Layne A. Steege of Aurora, Colorado, to serve as a public member, appointed;

  • James D Saunders of Colorado Springs, Colorado, to serve as a licensed addiction counselor, reappointed;

  • Halcyon Driskell, MA, LPC, CAC III of Colorado Springs, Colorado, to serve as a licensed addiction counselor, reappointed.

 

Automobile Theft Prevention Board

The board shall solicit and review applications for grants that assist in improving and supporting automobile theft prevention programs or programs for the enforcement or prosecution of automobile theft crimes through statewide planning and coordination.  

for a term expiring February 1, 2024:

  • Tonia K. Rumer of Elizabeth, Colorado to serve as a representative of an insurance company authorized to issue motor vehicle insurance policies, and occasioned by the resignation of Deborah Lopez Vela of Lakewood, Colorado, appointed;

for terms expiring February 1, 2026:

  • Jess A. Redman of Denver, Colorado, to serve as a representative of a statewide association of district attorneys, reappointed;

  • Robert Lawrence Pace of Highlands Ranch, Colorado, to serve as a representative of insurance companies who are authorized to issue motor vehicle insurance policies pursuant to part 7 of article 4 of title 10, C.R.S., reappointed.

 

Colorado Coroners Standards and Training Board

Duties include developing a curriculum for a forty-hour training course for new coroners and approving the qualifications of the instructors who teach the course; approving training providers to certify coroners in basic medical-legal death investigation pursuant to C.R.S. §30-10-601.8 (2); and approving training providers and programs used to fulfill the annual sixteen-hour in-service training requirement specified in C.R.S. §30-10-601.8 (3).

for terms expiring March 1, 2023:

  • Honorable Ronald E. Engels of Central City, Colorado, to serve as a county commissioner of a county with a population of fifty thousand or less, reappointed;

  • Honorable Lora L. Thomas of Highlands Ranch, Colorado, to serve as a county commissioner of a county with a population of fifty thousand or more, reappointed;

  • Annette Cannon, PhD, MA, RN, MSN, MLDI of Westminster, Colorado, to serve as a coroner of a county with a population of fifty thousand or more, appointed.

 

Executive Clemency Board

The Executive Clemency Advisory Board was created by statute on July 1, 1969.  The statute authorizing the Board was repealed in 1975. The Board is to make advisory recommendations for executive clemency to the Governor.  This includes advising the Governor on the screening of applications for persons who are requesting or petitioning the Governor for commutation of sentence or pardon.

for terms expiring October 17, 2023:

  • Promise Yul Lee of Colorado Springs, Colorado, to serve as a member at-large, appointed;

  • Maisha Jamila Marshall Fields of Centennial, Colorado, to serve as a member at-large, appointed.                                                  

 

Colorado Health Service Corps Advisory Council

The Colorado Health Service Corps Advisory Council acts as the state advisory body of the Colorado Health Service Corps and reviews applications received from health care professionals to participate in the program, subject to available appropriations. The Colorado Health Service Corps is a state, federal, and private partnership that seeks to improve access to health care professionals by repaying the educational loans of providers who agree to practice in areas with a health professional shortage. The program emphasizes long-term retention of health professionals in underserved communities and seeks to increase health equity for all Coloradans.

for a term expiring November 20, 2020:

  • Amy Joan Barton, PhD, RN of Centennial, Colorado, to serve as a nurse who has experience in rural health, safety net clinics, or health equity, and occasioned by the resignation of Audrey Snyder, PhD, RN of Loveland, Colorado, appointed;

  • Vernice Ann Reeves Bautista, MMSc, PA-C of La Junta, Colorado, to serve as a person with expertise in providing health care in rural and other medically underserved areas of the state, appointed;

  • James Edward Hagins, M.Ed of Montrose, Colorado, to serve as a representative of behavioral health organizations that operate in Colorado, reappointed;

  • Pradeep Dhar, MD of Superior, Colorado, to serve as a person with expertise in providing health care in rural and other medically underserved areas of the state, reappointed;

  • Polly Elizabeth Anderson of Denver, Colorado, to serve as a representative of a membership organization representing federally qualified health centers in Colorado, reappointed;

  • Sara Nicole Leahy of Englewood, Colorado, to serve as a representative of a nonprofit statewide membership organization that provides programs and services to enhance rural health care in Colorado, reappointed;

  • Ravid Moshe Gur, of Denver, Colorado, to serve as a representative of a membership organization representing community behavioral health centers, reappointed.  

 

Colorado Historical Records Advisory Board

The board advises the Governor on all aspects of historical records housed within the State of Colorado and develops state guidelines for historical records projects in accordance with the National Historical Publications and Records Commission.

for a term expiring September 1, 2021:

  • Sara Fitzpatrick of Denver, Colorado, and occasioned by the resignation of Aaron Jeffrey Davis of Denver, Colorado, reappointed.

 

Judicial District Nominating Commissions

There is a judicial district nominating commission for each of Colorado’s 22 judicial districts that selects nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

First Judicial District

for a term expiring December 31, 2025:

  • Laura Marie Martinez of Lakewood, Colorado, to serve as an attorney and as a Democrat from Jefferson County, appointed.

Eighteenth Judicial District

for a term expiring December 31, 2025:

  • Eric L. Nesbitt of Aurora, Colorado, to serve as an attorney and as a Democrat from Arapahoe County, appointed.

Seventeenth Judicial District

effective immediately for terms expiring December 31, 2025:

  • Martin Flaum of Westminster, Colorado, to serve as a non-attorney and as a Republican from Adams County, appointed;

  • Jennifer Lynn Hostetter of Westminster, Colorado, to serve as an attorney and as a Republican from Adams County, appointed;

  • Jonathan Philip Datz of Broomfield, Colorado, to serve as an attorney and as a Democrat from Broomfield County, appointed.

Twenty-First Judicial District

for terms expiring December 31, 2025:

  • Anne Deprey Murphy of Grand Junction, Colorado, to serve as a Democrat and as an attorney from Mesa County, appointed;

Mental Health Advisory Board for Service Standards and Regulations

The Board is responsible for recommending standards and regulations for the programs of mental health services in any health care facility that has separate facilities for mental health care, or those health care facilities that have as their only purpose the treatment and care of mental illness.

  • Sara Katherine Stowell, LSW of Denver, Colorado, to serve as a representative of CU medical center, and occasioned by the resignation of  Kyle Michael Brown, PhD of Boulder, Colorado, appointed.

 

Mined Land Reclamation Board

The board meets to carry on a continuing review of the problems of mining and land reclamation in Colorado.

  • Lauren Duncan, MS of Littleton, Colorado, to serve as an individual with substantial experience in conservation, reappointed.

 

Colorado Advisory Council for Persons with Disabilities

The Council shall recommend and review legislation related to accessibility, services and supports and other issues concerning the disability community; conduct information reviews of various state departments related to accessibility issues; create and maintain a website that includes various resources for persons with disabilities; maintain a current list of individuals employed by state department responsible for coordinating departmental actions related to the Federal “Americans with Disabilities Act of 1990.” 

for a term expiring October 7, 2021:

  • Wilfred E. Romero of Colorado Springs, Colorado, occasioned by the resignation of Lindsay Amanda Menough of Morrison, Colorado, appointed.

 

Regional Air Quality Council

The Regional Air Quality Council is the lead agency for air quality planning with the responsibility to prepare air quality plans for the Denver metropolitan region to demonstrate and ensure long-term compliance with federal air quality standards.

for terms expiring April 30, 2022:

  • Bill Lee Holen of Aurora, Colorado, to serve as a representative of local government in the Denver metro region, and occasioned by the resignation of Steven Jerome Douglas of Commerce City, Colorado, appointed;

  • Alicia Johnson of Evans, Colorado to serve as a representative of Weld county, and occasioned by the resignation of Danielle Anastacia Suniga of Greeley, Colorado, appointed.

 

Stroke Advisory Board

The Stroke Advisory Board evaluates potential strategies for stroke prevention and treatment, and develops statewide needs assessments identifying relevant resources to improve quality of care for stroke patients.  Each January 1, the Board submits a report specifying its findings and recommendations to the Colorado Department of Public Health and Environment and the corresponding committees in the State House and State Senate.

for terms expiring August 1, 2020:

  • Benjamin Neil Atchie, D.O. of Denver, Colorado, to serve as a physician who is actively involved in stroke care and who is privileged and actively practicing and actively practicing as an interventional neuroradiologist, and occasioned by the resignation of Donald Francis Frei, Jr. MD of Denver, Colorado, appointed;

  • Diane Marie Rossi MacKay, MSN, RN, CPHQ of Evergreen, Colorado, to serve as a representative of a statewide hospital association, and occasioned by the resignation of  John Phillip Savage II of Greenwood Village, Colorado, appointed;

Water Quality Control Commission

The Commission is responsible for developing and maintaining a comprehensive and effective program for prevention, control and abatement of water pollution of the waters throughout the entire State.

  • Michael Gooseff of Fort Collins, Colorado, reappointed;

  • John Ott of Durango, Colorado, to serve as a representative who lives west of the continental divide, appointed;

  • Charles Michael Weber of La Junta, Colorado, appointed.

 

Women’s Vote Centennial Commission

The commission shall illuminate the contributions of women in Colorado’s history; provide educational opportunities through the State Department of Education and public libraries; create a website to highlight all activities; plan for a celebration in August 2020; coordinate with History Colorado and the Center for Women’s History, and consider and plan for a monument or other physical representation of key women in history.

for terms expiring January 3, 2021:

  • Nicole Monique Melaku of Aurora, Colorado, appointed;

  • Barbara Ann Bridges of Greenwood Village, Colorado, appointed;

Workers’ Compensation Cost Containment Board

The board is responsible for promoting cost containment and risk management programs in the administration of workers’ compensation programs.

  • Karen Cook-Willis of Colorado Springs, Colorado, representing executives with good risk management experience in the insurance industry, appointed;

  • Edward Dean Davis of Centennial, Colorado, representing employers with good risk management experience with respect to their workers’ compensation insurance, reappointed;
